Effective July 1, 2016, any container leaving from any port in the world must be accompanied by a shipping document signed either electronically or in hard copy by the shipper on the bill of lading listing the verified gross mass of a container in order to be loaded onto a ship. The mandate from the International Maritime Organization under the Safety of Life at Sea (SOLAS) convention comes after misdeclared weights contributed to maritime casualties such as the breakup and subsequent beaching of the MSC Napoli on the southern U.K. coast in 2007 and the partial capsizing a feeder ship in the Spanish port of Algeciras in June, 2015.

Container lines are well known for making almost any concession to get or keep a customer, from dropping rates to offering extended free time on terminals, extended use of containers, or late cutoffs at gates. But they will have no room to budge on the requirement that a certified weight based on an actual measurement accompany every container tendered to the carrier as of July 1.

As you may be aware, in November 2014 the International Maritime Organisation (IMO) amended SOLAS (Safety of Life At Sea convention) Chapter VI Regulation 2 to tighten up the process of weighing containerised cargoes and declaring the correct weights after verification..

Since then there have been several documents and notices in circulation relating to the new container weight verification regulation which is expected to come into effect from July 2016..

But a lot of people don’t really understand how it will all work and what SOLAS is and what this regulation means to the day to day shipping industry..

SOLAS Container Weight Verification Rules Become Effective July 1, 2016. The International Maritime Organization (IMO) has adopted new requirement under the Safety of Life at Sea (SOLAS) Convention that require shippers to provide a verified weight for every packed container as a condition for vessel loading. These new industry requirements from Maritime Safety Committee become effective worldwide on July 1, 2016. The shipper (named on the carrier’s bill of lading) may use one of the two methods to determine the verified weight of the packed container:

*Method No. 1:The shipper may weigh or have a third party weigh the packed, sealed container.

*Method No. 2: The shipper may weigh or have a third party weigh each package stuffed in the container including the packing and securing material and adding those weights to the container’s tare weight marked on the door end of the container (Estimating the weight of the container’s contents is not permitted).

Under either Method 1 or Method 2, the weighing equipment used must meet the accuracy standards of the country where the equipment is used. Also under either method, the declaration of the verified weight must be signed and dated by the shipper or by its duly authorized representative and to provide to the carrier via either electronic interchange channels or a physical shipping document.

With just less than one year left before the amendments to SOLAS VI Regulation 2 take effect, now is the time for anyone involved in the container supply chain to consider how they will be affected and what they need to do to be ready for 1 July 2016.

As previously reported the amendments shall require the verification of the gross mass of packed containers before they are placed aboard ships. Participants in the container supply chain now need to agree amongst themselves the processes necessary to ensure that verified weights are available to allow them to be used in planning the vessel’s stowage.
